Dr. Cushman earned a master's degree from the University of Michigan and a doctorate from Cornell University.
He was school superintendent for several rural districts in Michigan before serving as director of the rural education program at Iowa State University.
In 1954, he was named dean of the college of education at the University of North Dakota. An author of numerous articles, he served as international president of Phi Delta Kappa.
