Mr. Whitmer earned a law degree from the University of Michigan in 1965 and entered private practice. He served in various capacities with the Michigan state government before joining Blue Cross/Blue Shield of Michigan, one of the country's largest nonprofit corporations, as senior vice president and general counsel in 1977.
Ten years later, he was named president and chief executive officer.
