Dr. Flores received bachelor's degrees from two universities in Mexico and a doctorate from the University of Michigan. His entire career has been devoted to education, first as an elementary school teacher and later as a high school bilingual student advisor.
On the collegiate level, he has been both an instructor and program director. He served as a consultant and program director for the Michigan Department of Education for 18 years, before being named president and CEO of the Hispanic Association of Colleges and Universities in 1996.
